Customs Analyst
Overall Job Summary
This position is responsible for supporting customs compliance activities at Tractor Supply Company, including assisting with classification, documentation review, and communication with vendors, brokers, and internal stakeholders. The Customs Analyst ensures accurate information is provided to clear containers through customs in a timely manner and supports compliance reporting needs.
Essential Duties and Responsibilities (Min 5%)
- Manage and classify Global Trade Management (GTM) platform for 5,000+ imported items.
- Respond to routine inquiries from brokerage teams, including but not limited to inquiries about samples, material cost breakdown, novelty status and intended use and audience.
- Monitoring import-related issues pertaining to PGA’s (i.e. US Customs, EPA, FDA, CPCS, ITC, FCC, etc.) and escalate as needed
- Identify/Monitor Anti-Dumping cases relative to the business.
- Oversee vendor documentation requirements for imported items which are needed to satisfy TSC, CBP and PGA requirements.
- Administer data tables in GTM platform for accuracy and completeness.
- Resolve vendor pricing discrepancy issues for customs entry purposes.
- FTZ management - including inventory control planning, reporting and record keeping.
- Assist with First Sale program through tracking and documentation.
- Support Customs, brokerage and other audits upon request.
- Manage reporting of duty spend and refund accruals for internal stakeholders including finance, accounting, and risk management. Ad hoc reporting as necessary for internal stakeholders to make purchasing and sourcing decisions.
- Assist with special projects related to customs compliance including but not limited to 9817, 301 exclusion sku determinations, PSCs, protests, classification audits, and PO/sku cost discrepancy reporting
- Determine country of origin while coordinating with outside legal counsel as necessary.
Required Qualifications
Experience:
3+ years’ in the international transportation industry, 1-2 years filling customs entries
3+ years Experience classifying imported items, addressing Anti-Dumping Duty, customs auditing and/or requesting binding rulings preferred.
Education: Bachelor’s degree from an accredited college or university. Any suitable combination of experience and education will be considered.
Professional Certifications: Brokerage License required.
Preferred knowledge, skills or abilities
Authority to make significant decisions, without specific guidance or direction from supervisor
Excellent knowledge of import compliance, that include HTSUS classifications, Free Trade Agreements (NAFTA, CAFTA), CFR Title 19, GSP, ACE portal, and PGA regulations
Must be detail oriented, deal with multiple demands, ability to respond to rapidly changing priorities, great organizational and follow up skills.
Strong analytical aptitude and database management skills.
Experience with a Global Trade Management (GTM) platform (i.e. GT Nexus, Descartes, OnceSource Global Trade, Amber Road).
Strong and demonstrated analytical, communication, organizational and problem-solving skills.
Functional and technical skills to manipulate data to drive and expedite project analyses and completion.
Ability and proficiency in Microsoft Office (advanced skills in Excel).
