Overall Job Summary

Responsible for leading Procurement across multiple categories for Tractor Supply Company including Corporate Services (legal, finance and related) as well as all of IT (hardware, software, telecommunications, and related support services.)  Will work closely and collaboratively with stakeholders to develop and execute an overarching 3-year strategic sourcing roadmap, while identifying methods to continuously increase the amount of spending under control.  This will include strategic sourcing, supplier management, cost reduction and project management activities, in addition to continuously improving and automating all related workflows, as we implement a world class suite of P2P and procurement automation tools.

Essential Duties and Responsibilities (Min 5%)

  • Develop a 3-year strategic roadmap with key stakeholders as it relates to their priorities and budgets. Key aspects of the roadmap include spend category optimization, driving procurement results across stakeholder-initiated projects, workflow simplification and automation and benchmarking and incorporating associated learnings.
  • Build strong, collaborative relationships with stakeholders to deliver maximum results and to create future state processes, protocol, and policy.
  • Lead a team of Sourcing Professionals guiding them on procurement techniques, customer service and project management skills. Encourage continuous improvement while providing opportunities  for development and training.
  • Lead high spend, highly strategic sourcing event strategies to optimize costs, quality, and business efficiencies, while mitigating undue risk.
  • Support team in performing category management activities including strategic sourcing, supplier relationship management, contract administration and performance improvement.
  • Facilitate implementation of procurement continuous improvement initiatives within the categories assigned to improve business performance. Develop and maintain expert knowledge of respective global supply markets, competitors, and product innovations. 
  • Leverage Gartner top quadrant software solutions to manage eSourcing activities such as RFI’s, RFP’s, Reverse Auctions and spend analytics. With stakeholders, develop specifications and other requirements necessary to get the most out of competitive market landscapes.
  • Identify and implement methods for continuously increasing spend under control. Methods may include but are not limited to the utilization of 3rd party category specific experts, justifying additional headcount when the on-going return on investment justifies it or leveraging contract labor to supplement shorter term resource requirements.
  • Provide assistance, instructions and information to stakeholders, suppliers and prospective suppliers on TSC purchasing policies and procedures.
  • Troubleshoot and resolve category or supplier related opportunities to improve, particularly those that may impact store operations or the bottom line.
     

Required Qualifications

Experience: A minimum of 8-10 years of focused strategic sourcing and complex negotiation experience in a progressive managerial position with a strong background in IT.

Education: Bachelor’s degree in Supply Chain Management, Information Technology, Business Administration, or a related field required.  Master’s degree is a plus.  Any combination of education and experience will be considered.

  • Applied knowledge of spend analytics and how to effectively leverage and develop procurement and customer centric reporting.
